EXTENT OF LOCAL GOVERNMENT EDUCATION AUTHORITY PARTICIPATION IN THE MANAGEMENT OF PRIMARY SCHOOLS IN NSUKKA EDUCATION ZONE

CHAPTER ONE

INTRODUCTION

BACKGROUND OF STUDY

The management, control and financing of education constitute a dynamic process. Change is the only thing which is constant in life , and this element is bound to changes in policy in the Government and Government programmes as a social institution, education and its management process  would live up to its responsibility in the modern society only when it is able positively change in order to keep pace with needs and aspirations of the people it serves(National Policy on Education 1998).

Since independence, management of primary education in Nigeria has under gone many stages. Prior to the year 1970, primary education was almost entirely managed by voluntary agencies. In the early 1970s , the state and Federal Government managed it. The suspended 1979 constitution of the Federal Republic of Nigeria, through their respective of state Governments, gave the Local Government council the responsibility for primary school education in the Nigeria. It is in the light of this constitutional provision that some state Government in the second Republic (1979-1983) transferred the management of primary education to their Local Government council (UBEC 2006).

In 1988, the federal Government by the enactment of Decree number 31 of 1988 virtually took over the management of the primary education through the council. However, two years after, (in January  1991), made a  dramatic move to extricate itself from the management of primary schools in the  country source: Federal Government of Nigeria, (1999) constitution of the Federal of the Federal Republic of Nigeria.

After repealing the National primary Education Commission (NPEC) Decree number 31 of 1988, the Federal Government in February 1991, promulgated the Local Government Education Authority Decree Number 3 of 1991,  to take effect from January 1, 1991. By this Decree , a Local Government Education Authority was established for each the 453 Local Government Councils in the country, including Abuja the  Federal Capital territory .By this Decree also. Each Local Government Education Authority is to manage the primary schools in its area (1999) Constitution of the Federal Republic of Nigeria..

In pursuance of section 9 of the National primary Education Commission Decree number 31 of 1988, each state of the federation established a body as the primary schools management Board (PPSMB) and other bodies to mage primary Schools in their respective sphere of jurisdiction. The change and innovations introduce in the management and funding of primary education in Nigeria was aimed at making system more meaningful, worthwhile, effective and efficient-oriented in nature (1999) constitution of Federal Republic of Nigeria.

In this connection , the Government of Enugu State Primary Education Board (SPEB), this study intends to examine the extent to which Local Government Education Authority (LGEA) participate in the administration of primary schools, a body established to ensure the availability of favorable and conducive atmosphere for teaching and learning at the primary school level. Specifically LGEA is expected to supervise the administration of primary schools in disciplining the staff members on grade level 01-06 in its jurisdiction. Since the function assigned to LGEA are tangible and cear, the extent to which such functions are performed can easily be measured or assessed . STATEMENT OF THE PROBLEM

The Local Government Education Authorities are responsible for the day to day administration of primary schools. They distribute school equipment, furniture, diaries. They are also responsible for the employment and payment of non-teaching staff from Grade level 01-06.

Federal and state Government support the Local Government education authorities in the funding and management of schools. Despite the efforts of the Federal, State and Government to ensure effective management of the LGEA, there are complaints by primary headmaster and teachers on the management of primary schools. For instance, the Head teachers of primary school had in their meeting at Nsukka Local Government Education Authority indicated the education secretaries for non- provision of funds and equipment for the running of primary schools. These Heads teachers have also complained about the autocratic leadership styles of staff of the LGEA. The problem of this study therefore put in question form is: What is the extent of the Local Government authority participation in the management of primary schools in Nsukka zone.

PURPOSE OF THE STUDY

The main purpose of the study is to determine to what extent LGEA in Nsukka Education Zone participates in the administration of primary Education in Nsukka Zone specifically, the study to examine.

1. The supervision of instruction in Nsukka Education Zone

2.The provision of infrastructural facilities and Equipment in Nsukka Education zone

3. The staff Personnel eg, in-service training for staff in Nsukka Education Zone.

4.The maintenance of school buildings, payment of salaries and allowance.


SIGNIFICANCE OF THE STUDY

  This study would be significant to students, teachers and schools administrator, all the stakeholders in the Education industry, and Local Government councils, policy makers and the Government. The outcome of this study will serve as an eye opener to the Education Officers on their mandate and also act as a self-examine factor to the members of the Local Government education authority. The Local Government Council Chairman will also use this as a basis to assess the qualities of the education secretaries appointed to head its education authorities in the Local Government as a deviant may result to a total failure of the primary education system,(UBE,2009)

    However, the policy makers will use this work to determine the extent to which the primary education policies made are being implemented as well as the necessary adjustment.

Finally, the study will be relevant to the Government and all the actors in the education industry, as it will act as a check to their involvement in the activities.

SCOPE OF THE STUDY

 This study covers Nsukka Education Zone Assessment of LGEA participation or performance to determine the extent it has improved the standard of primary education in the state could be carried out in many ways. However, the study limited to the assessment of LGEA participation in the administration of primary education in Nsukka Education Zone.

1. To what extent is the LGEA participated in the supervision of instruction in primary schools in Nsukka Education Zone?

2. To what extent is the LGEA involved in the provision of infrastructural facilities and equipment in Nsukka Education zone?.

3. To what extent does the LGEA involved in in-service training for staff in Nsukka Education zone?

4. To what extent is the LGEA in Nsukka Education Zone involved in the maintenance of school buildings, payment of salaries and allowances?

Hypotheses:

The following null hypotheses will be tested at 0.05 level of significance.

HO1:  There is no significant difference between the mean responses of 

             headmasters and Supervisors regarding the funding of primary schools    

            by  the LGEA.

HO2:     There is no significance difference between the mean responses of 

              headmasters and Supervisors regarding the extent to which Nsukka 

              Education Zone participates in Supervision of instruction in primary 

             schools.
